Political Analysis and Advocacy
There
are many cases that issues are no more administrative and rather
political. In such cases, political analysis that usually means
analysing key politicians' interests becomes important. There have been
many issues whose results would have been different without political
influence. There have been cases that political advocacy worked and led
to innovative decisions.
Our work usually starts with if issues can
be political or not and then we analyze key parties/politicians
interests. There are sometimes cases that issues should be treated or
proposed as political.
Administrative Procedure
Administrative
procedure in Japan has been improved lately. At the same time, it is a
fact that there have been many voices that it is still not transparent
enough. Or, we would say that there are many administative procedures
difficult to understand.
Our work usually starts with
explaining standard administrative procedures and, when procedure is
not solidified, we analyze relevant bureaucrats
background, because there are many cases that administrative decisions
are belonging to key bureaucrats' interests.
Government Budget
Government
spending is quite important for specific sectors and the number of
non-Japanese companies who have interests in government procurement, is
increasing. The fiscal year of the Japaense government starts in
April and ends in March, and government budget planning starts usually
before summer.
Our work starts with understanding what clients want
to do and presenting what they should do along the standard schedule.
We also propose some projects using government budget that have
synergies with their businesses.
Information Disclosure
The
Information Disclosure Law was executed in 2001 and, since then,
anybody can request administrative documents to the Japanese
government. When doing policy research, gathing relevant administrative
documents through information disclosure is important. Disclosure
request can be done by mail, but practically requester (or his/her
staff) has to visit information disclosure office in relevant
ministries/agencies. This is because, in order to identify and request
specific documents to be disclosed, he/she needs to discuss with this
office's staffs.
Our work starts with identifying specific documents
to be disclosed by coordinating with information disclosure office.
During this coordination, sometimes official disclosure request becomes
not needed for relevant bureaucrat's discretion. There are cases that
requester does not want to disclose its identity to ministries/agencies
and instead we do such request
No-action Letter
So-called
Japanese version no-action letter system was introduced in 2001.
This system is created and named after no-action letter provided by the
US government. Anybody can request its business plan's
applicability to a relevant laws and responsible ministry presents
formal interpretation. Such interpretation in a planning stage shouild
be important for entrepeneurs and innovative companies, but
reality is that this system is not well used.
Our work starts
with reviewing business plan and recommend how to request no-action
letter. There are many cases that requester does not want to disclose
its identity to the public and instead we do such request, because
formal interpretation including requester's identity is disclosed to
the public.

Public Comment
Public
comment system was introduced just before 2000. Right now, when
ministries/agencies try to revise their regulations, they need to
collect public comments. Anybody can submit public comments to revision
draft, and these days, some public comments are actually chosen to be
part of revision final draft.
Our work starts with client's
desire to send comment and drafts such a comment. There are
cases that client wants to organize many of similar comments to be
submitted.
